Strengthening Mozambique’s Capacity to Integrate and Sustain High-Quality Laboratory Services and Systems under the President's Emergency Plan for AIDS Relief (PEPFAR)

CDC anticipates an Approximate Total Fiscal Year Funding amount of $7,000,000 for Year 1, subject to the availability of funds.High-quality laboratory systems and services are essential for accurate diagnosis, treatment, and management of HIV and opportunistic


infections (OI) amongst people living with HIV (PLHIV).

Mozambique has made tremendous progress toward building technical capacity and optimizing the laboratory network to provide timely access to early infant diagnosis (EID) and viral load (VL) testing services for all eligible clients.

VL coverage has rapidly increased from 67% in 2018, to 83% in 2022, contributing to improved patient monitoring and outcomes for PLHIV.

This NOFO plans to build upon current accomplishments and support government institutions in Mozambique to strengthen and sustain laboratory systems and services towards achieving the UNAIDS 95-95-95 goals.The NOFO aims to attain comprehensive coverage for both VL and EID testing, facilitate the expansion of HIV testing for enhanced case detection, strengthen the diagnosis of TB and other OI, enhance the governance of laboratory systems, build technical, scientific, and managerial capabilities, and implement robust laboratory data and quality management systems (QMS).

This approach encompasses comprehensive quality assurance (QA) and continuous quality improvement (QI) programs essential for HIV rapid test site certification and laboratory accreditation.

This NOFO seeks to strengthen integration of laboratory systems and services to support multi-disease testing and improve responsiveness to emerging public health threats.

16 USC Section 1722 10 Qualified youth or conservation corps.

The term qualified youth or conservation corps means any program established by a State or local government, by the governing body of any Indian tribe, or by a nonprofit organization that A.

is capable of offering meaningful, full-time, productive work for individuals between the ages of 16 and 25, inclusive, in a natural or cultural resource setting; B.

gives participants a mix of work experience, basic and life skills, education, training, and support services; and C.

provides participants with the opportunity to develop citizenship values and skills through service to their community and the United States.

16 USC Section 1725 Resource Assistant.

The Secretary is authorized to provide individual placements of resource assistants with any Federal land managing agency under the jurisdiction of the Secretary to carry out research or resource protection activities on behalf of the agency.

To be eligible for selection as a resource assistant, an individual must be at least 17 years of age.

The Secretary shall give a preference to the selection of individuals who are enrolled in an institution of higher education or are recent graduates from an institution of higher education, with particular attention given to ensure full representation of women and participants from historically black, Hispanic, and Native American schools.
