Health Information Systems Strengthening for Improved Public Health Care and Program Management in Haiti under the President's Emergency Plan for AIDS Relief (PEPFAR)

CDC anticipates an Approximate Total Fiscal Year Funding amount of $4,000,000 for Year 1, subject to the availability of funds.

The goal of this NOFO is to strengthen the capacity of the Government of Haiti (GOH) to improve health outcomes and reduce

mortality and morbidity through the routine use of patient and health services data.

The NOFO seeks to facilitate this goal by reengineering the health information system (HIS) and i) increasing its use as a monitoring tool for continuity and quality of care, ii) to strengthen public health surveillance for early detection of outbreaks, and iii) to improve the capacity to respond to complex health emergencies.

Lastly, this NOFO will improve the GOH’s ability to monitor health outcomes including natality and mortality by improving the National Vital Registry system.

Recipient(s) will work with the GOH to leverage and expand the built-in, innovative technologies of the existing electronic medical record (EMR) and surveillance systems to Primary Health Care and Vital Statistics.

The final product should be a Patient-Centered Integrated System able to support (i) unique identification of patients; (ii) longitudinal monitoring of acute and chronic illnesses; (ii) continuum of care across all settings of the service delivery system (facility, community, and where applicable, border regions); (iii) quality assurance programs; (iv) coordinated surveillance activities and evidence-based responses for reportable conditions and in case of disease outbreaks, (v) and evaluation of the effectiveness of interventions and generation of reliable vital statistics.
