Libya Security Sector Mapping

The overarching program goal of the award is to provide the GNA, municipal councils, and/or Libyan civil society with the information and guidance to develop effective stabilization strategies by addressing Libya's many local and non-state actors.

To achieve this goal, access to Libya and

expertise in post-conflict transitions and security sector stabilization will be prioritized.

Capabilities in actor and/or geographic mapping technologies are a plus, but may be augmented by CSO as part of the cooperative agreement.

Additional Information of Eligibility:
This financial assistance opportunity is also open to all partners under any Cooperative Ecosystem Studies Unit (CESU) program.

CESUs are partnerships that provide research, technical assistance, and education.

If a cooperative agreement is awarded to a CESU partner under a formally negotiated Master CESU agreement, indirect costs are limited to a rate of no more than 17.5% of the indirect cost base recognized in the partner's Federal Agency-approved Negotiated Indirect Cost Rate Agreement (NICRA).
