Critical Minerals & Materials: Chemical and Materials Sciences Research on Rare Earth and Platinum Group Elements

The DOE SC program in Basic Energy Sciences (BES) program announces its interest in receiving applications from single investigators and multi-disciplinary teams to support experimental and theoretical research to advance chemical and materials sciences relevant to the following:Critical minerals –

the natural resource for obtaining critical elements;Critical elements – atomic elements that are subject to supply risks and are incorporated in critical materials; andCritical materials – substances that provide essential functionality in key technologies and have no easy substitutes.Critical elements play a central role in both critical minerals and critical materials.

These elements influence the mineral properties as well as the mechanisms of incorporation and extraction of the critical elements.

They also dictate the properties that control the function of critical materials, including both molecules and materials, used in a broad range of technologically important and energy relevant applications.

These properties include superconductivity, magnetism, quantum phenomena, light generation, magnetocaloric behavior, and catalytic activity.

This FOA is focused on gaining an understanding of the fundamental properties and mechanisms of critical minerals, elements, and materials to improve separation and extraction processes and to enable discovery and design of alternates to critical materials that reduce or eliminate the need for critical elements.

Thus, this fundamental knowledge will support the DOE strategy to diversify supply, develop substitutes, and improve reuse and recycling of critical minerals and materials.

While multiple elements have been identified as critical based on their availability and technological importance, this funding opportunity is restricted to basic research related to rare earth and platinum group elements.

Additional Information of Eligibility:
All types of domestic applicants are eligible to apply, except nonprofit organizations described in section 501(c)(4) of the Internal Revenue Code of 1986 that engaged in lobbying activities after December 31, 1995.

Federally-affiliated entities must adhere to the eligibility standards below: 1.

DOE/National Nuclear Security Administration (NNSA) National Laboratories DOE/NNSA National Laboratories are eligible to submit applications (either as a lead organization or as a team member in a multi-institutional team) under this FOA and may be proposed as subrecipients under another organization’s application.

If recommended for funding as a lead applicant, funding will be provided through the DOE Field-Work Proposal System.

If recommended for funding as a proposed subrecipient, the value of the proposed subaward will be removed from the prime applicant’s award and will be provided to the laboratory through the DOE Field-Work Proposal System.

No administrative provisions of this FOA will apply to the laboratory or any laboratory subcontractor.

Additional instructions for securing authorization from the cognizant Contracting Officer are found in Section VIII of this FOA.

2.

Non-DOE/NNSA FFRDCs Non-DOE/NNSA FFRDCs are neither eligible to submit applications under this FOA nor to be proposed as subrecipients under another organization’s application.

3.

Other Federal Agencies Other Federal Agencies are neither eligible to submit applications under this FOA nor to be proposed as subrecipients under another organization’s application.

Applications from for-profit organizations that propose research related to current commercial activity may be declined without merit review.

Applications that are submitted by applicants that have not submitted a required LOI may be declined without further review.
