Notice of Funding Opportunity – Expanding Media Literacy The U. S. Embassy, Public Affairs Section in Oslo is soliciting proposals for a grant/cooperative agreement that meets the specifications stated in Section II from legally-recognized non-profit, non-governmental organizations
that meet U. S. and Norwegian technical and legal requirements to develop and implement public diplomacy programs as specified by Section II below.

Grant or Cooperative Agreement Background The U. S. Embassy in Oslo would like to increase media literacy in Norway.
A 2017 study by the Norwegian Media Authority (NMA) showed that nearly 40% of Norwegian audiences struggle to detect false news.
The U. S. Embassy seeks to partner with a Norwegian organization to co-host a regional seminar on media literacy in Nordic countries for journalists and government public affairs representatives, and related professional, to include a session open to the public.
This project also aims to create a set of online media literacy tools that will lead to audiences in Norway being able to more easily differentiate between fact-based information and information that is of poor quality and/or intended to cause harm to democratic processes.
Program Goals The goals of this funding opportunity are to:
Co-host a regional seminar in the spring of 2020 on media literacy for journalists and government public affairs professionals with a public component.
Create a set of online tools on media literacy to enable Norwegian audiences to better differentiate between fact-based information and disinformation, and to identify malign influence.
Increase coordination between U. S. and Norwegian institutions on issues related to malign influence and actions taken by government and non-government organizations in an effort to cause divisions in democratic societies.
Program Description and Requirements The U. S. Embassy Oslo is accepting proposals for organizing and co-hosting a regional seminar on media literacy in spring 2020 with a target audience of journalists, media advisors, and government public affairs professionals.
The program should work towards increased coordination between U. S. and Norwegian government institutions around issues related to malign influence, including actions than can be taken by government and non-government organizations in an effort to cause divisions in democratic societies.
Amongst the desired results is a seminar for field professionals as listed above; a toolkit on media literacy that provides tools to easily differentiate between fact-based information and sources of malign influence; and a seminar session that is open to the public.
Successful proposals will need to include the following elements in their project submission on official letterhead:
Project narrative including timeline of planned activities and project milestones; Background of implementing organization, including key leaders and any proposed additional Norwegian and/or regional partners; Outline of seminar scope, proposed speakers, and participant groups; Description of online tool set for countering malign influence/disinformation; List of possible follow-on activities for future coordination between U. S. and Norwegian institutions; Strategy for distribution of tool kit to target audience(s), including promotion and marketing plan; Budget; Expected outcomes, including a monitoring and evaluation plan; A final report upon project completion; Samples previous related work executed by the grant applicant; Organization contact information; DUNS number.
