Neighborhood Access and Equity (NAE) Program

The Department of Transportation is combining two major discretionary grant programs, the Reconnecting Communities Pilot (RCP) and Neighborhood Access and Equity (NAE) programs, into one Notice of Funding Opportunity (NOFO).

The primary goal of the NAE Program is to assist economically disadvantaged or undeserved communities for planning and construction activities.

Funds for the fiscal year (FY) 2023 NAE grant program are to be awarded on a competitive basis to support planning, capital construction, and regional partnership activities that aim to restore community connectivity through the removal, retrofit, mitigation or replacement of highways, roadways, or other infrastructure facilities that create barriers to mobility, access or economic development.

Additional Information of Eligibility:
Eligible Applicants for the RCP program are the following: 1) A State or territory of the United States; 2) A unit of local government; 3) A political subdivision of a State; 4) A Tribal government; 5) A special purpose district or public authority with a transportation function; 6) A Metropolitan Planning Organization; or 7) A nonprofit organization or institution of higher education that has entered into a partnership with an eligible entity (#1-6 above) and is applying for a grant for planning and capacity building activities in disadvantaged or underserved communities.
