Infant Adoption Awareness Training Grants

These grants will be available to national, regional, or local adoption organizations for the purpose of training the staff of eligible health centers in providing adoption information and referrals to pregnant women on an equal basis with all other courses of action included in nondirective counseling

The focus of these projects is to increase and maximize the penetration of training delivered to the target population:
public and nonprofit private entities that provide health services to pregnant women, including voluntary family planning projects; community health centers, migrant health centers, and centers serving homeless individuals and residents of public housing; and school health clinics.

Grant recipients will work collectively to strengthen the curriculum to address identified areas of need.Section IV.2 General Content and Form Information has been revised as follows:
Under the heading Project Abstract/Summary the instructions were deletedand replaced with this note:

Under the heading General Content and FormInformation, the following three paragraphs were deleted:
The application must betyped, double-spaced, printed on only one side, with at least -inch margins oneach side and 1 inch at the top and bottom, using standard 12-Point fonts (suchas Times New Roman or Courier).

All pages must be numbered.

Pages will beremoved and not reviewed if spacing, margins and font instructions are notfollowed.

All copies of an applicationmust be submitted in a single package, and a separate package must be submittedfor each funding opportunity.

The package must be clearly labeled for thespecific funding opportunity it is addressing.

Because each application willbe duplicated, do not use or include separate covers, binders, clips, tabs,plastic inserts, maps, brochures, or any other items that cannot be processedeasily on a photocopy machine with an automatic feed.

Do not bind, clip,staple, or fasten in any way separate subsections of the application, includingsupporting documentation.

Use a clip (not a staple) to securely bind theapplication together.

Applicants are advised that the copies of the applicationsubmitted, not the original, will be reproduced by the Federal Government forreview.

Under the heading Logic Model, a note to See SectionIV.2 The Project Description was inserted and the following text wasdeleted:Alogic model is a tool that presents the conceptual framework for a proposedproject and explains the linkages among program elements.

While there aremany versions of the logic model, they generally summarize the logicalconnections among the needs that are the focus of the project, project goalsand objectives, the target population, project inputs (resources), the proposedactivities/processes/outputs directed toward the target population, the expectedshort- and long-term outcomes the initiative is designed to achieve, and theevaluation plan for measuring the extent to which proposed processes andoutcomes actually occur Information on the development of logic models isavailable on the Internet athttp://www.uwex.edu/ces/pdande/ orhttp://www.extension.iastate.edu/cyfar/capbuilding/outcome/outcome_logicmdir.html .

Additional Information of Eligibility:
The statutory requirements limit eligibility to national, regional or local adoption agencies that are defined as non-profit private entities.

Eligibility is limited to organizations among whose primary purposes are adoption, with a particular emphasis on infant adoption, and that are knowledgeable in all elements of the adoption process and in providing adoption information and referral to pregnant women.

Collaborative efforts are acceptable, but applications must identify a primary applicant responsible for administering the grant.

CB will accept applications for projects of national, regional, or local scope.

The Federal share of projects of national scope may not exceed $6,000,000 for the 17 month budget period.

The Federal share of smaller, regional or local projects may not exceed $1,500,000 in the 17 month budget period.

Applicants must clearly indicate whether their proposed project is national, regional or local.

CB will consider applications that exceed the upper value of the dollar range specified as "non-responsive" and return them to the applicant without further review.

The maximum Federal share of the project is dependent on the scope of the project proposed.

The projects awarded will be for a project period of 17 months.

The initial grant award will be for a 17-month budget period.

Individuals, foreign entities, and sole proprietorship organizations are not eligible to compete for, or receive, awards made under this announcement.
