Transitional Living Program

The Administration for Children and Families, Administration on Children, Youth and Families' Family and Youth Services Bureau (FYSB) announces the availability of funds under the Transitional Living Program (TLP).

The Purpose of FYSB’s TLP grant program is to implement, enhance, and/or


support effective strategies for successful transition to sustainable living for runaway and homeless youth ages 16 to under 22 and/or pregnant and parenting youth ages 16 to under 22 and their dependent child(ren).

Projects must provide safe, stable, and appropriate shelter for up to 18 months and, under extenuating circumstances, can be extended to 21 months and provide comprehensive services that support the transition of homeless youth to self-sufficiency and stable, independent living.

Through the provision of shelter and an array of comprehensive services, TLP youth will realize improvements in four core outcome areas (i.e., safe and stable housing, education/employment, permanent connections, and social and emotional well-being).

Additional Information of Eligibility:
The Secretary is authorized to make grants to provide technical assistance to public and nonprofit private entities and coordinate networks of such entities to establish and operate transitional living youth projects for homeless youth.

For profit organizations are not eligible.

Private institutions of higher education must be nonprofit entities.

In selecting eligible applicants to receive grants under this FOA, priority will be given to applicants who have experience in providing shelter and services to homeless youth as required by the Runaway and Homeless Youth (RHY) Act.

Faith-based and community organizations that meet the eligibility requirements are eligible to receive awards under this funding opportunity announcement.

Applications from individuals (including sole proprietorships) and foreign entities are not eligible and will be disqualified from competitive review and from funding under this announcement.
