Revisiting Promises to Keep: Federal Enforcement of Disability Civil Rights Laws: Has the Promise Been Kept? NCD Progress Report 2018

For its 2018 Progress Report, NCD will review the monitoring and enforcement activities of three federal agencies, with another three reviewed in next year’s Progress Report (which will be covered by a separate funding opportunity).

This series will take an in-depth look at the federal agencies

tasked with enforcing disability civil rights laws and evaluate their monitoring and enforcement activities and offer recommendations for improvement.

The disability community celebrated the 25th anniversary of the ADA in 2015, and it’s been over 15 years since NCD’s groundbreaking Promises to Keep report (https://ncd.gov/rawmedia_repository/497e788f_1ab2_4ae2_b240_4aefa363230c.pdf).

NCD is interested in assessing progress made since that report, whether our recommendations were implemented, and if so, have there been resulting improvements in the enforcement and monitoring capabilities of those agencies.

This report will also add an agency for consideration that was not addressed in 2000, the Department of Labor, recognizing the critical role it plays in the employment of people with disabilities.

The report is expected to be concise and make use of data tables and other accessible media to demonstrate (or not) progress and not exceed 100 pages in total.
