We support cultural and gender diversity in our programs and encourage women and minority individuals and groups to submit applications.

Furthermore, we recognize the interest of the Secretaries of Commerce and Interior in defining appropriate fisheries policies and programs that meet the needs of the U. S. insular areas, so we also encourage applications from individuals, government entities, and businesses in U. S. insular areas.

We are strongly committed to broadening the participation of Minority Serving Institutions (MSIs), which include Historically Black Colleges and Universities, Hispanic Serving Institutions, and Tribal Colleges and Universities, in our programs, including S-K.

Therefore, we encourage all applicants to include meaningful participation of MSIs.

We encourage applications from members of the fishing community, and applications that involve fishing community cooperation and participation.

We will consider the extent of fishing community involvement when evaluating the potential benefit of funding a proposal.

You are not eligible to submit an application under this program if you are an employee of any Federal agency; a Fishery Management Council; or an employee of a Council.

However, Council members who are not Federal employees can submit an application to the S-K Program
