The Harold Rogers Prescription Drug Monitoring Program (PDMP) enhances the capacity of regulatory and law enforcement agencies and public health officials to collect and analyze controlled substance prescription data and other scheduled chemical products through a centralized database administered by an authorized agency.

Applicants are limited to state and U. S. territory government agencies designated by their governor (or the mayor of the District of Columbia) to administer the JRJ Grant Program.

The states, territories, and the District of Columbia will make loan payments directly to the institutions holding loans on behalf of eligible beneficiaries.
