This noncompetitive solicitation is by invitation only for Fox Valley Technical College and Unified Solutions Tribal Community Development Group, Inc.

In general, OVC expects that a prospective applicant that is sent an OJP Invitation Letter will be eligible to receive funding as described in the invitation.

(Under certain circumstances, however, OJP ultimately may determine that an invited applicant is not, in fact, legally eligible to receive an award.) OVC will consider applications under which two or more entities would carry out the federal award; however, only one entity may be the applicant.

Any others must be proposed as subrecipients (subgrantees).
