The Title X statute specifies that local and regional public or private nonprofit entities may apply directly to the Secretary for a Title X family planning services grant under this announcement.
Funding of applications that propose to rely on other entities to provide services will take into consideration the extent to which the applicant indicates it can provide the required services and best serve individuals in need throughout the anticipated service area.
For applicants that will not provide all services directly, the applicant must document the process and selection criteria it will use for providing an opportunity to receive subawards to qualified entities eligible to receive federal funds in providing services throughout the service area to meet the needs of project beneficiaries.
Family planning services include clinical family planning and related preventive health services; information, education, and counseling related to family planning; and, referral services as indicated.
Applicants should use the Title X legislation, applicable regulations, legislative mandates, current Program Guidelines (issued in 2014), OPA Program Policy Notices, program priorities, and other key issues included in this announcement to guide them in developing their applications.
