Literature with Positive Messages for Afghan Youth

The Public Affairs Section (PAS) of the U. S. Embassy in Kabul, Afghanistan is pleased to announce an open competition for assistance awards through this Notice of Funding Opportunity (NOFO).

PAS Kabul invites all eligible organizations to submit a proposal for a cooperative agreement to implement

the Literature with Positive Messages for Afghan Youth project.

This project will include conducting a nation-wide writing contest to produce six books of fiction for children ages 9 to 12 in Dari and Pashto (three of each), illustrating and publishing the books, and distributing them to target audiences.

The content of the books should be accessible for this age group and include one or more of the following five themes:
positive community and social engagement, tolerance for differences, gender equality, peaceful conflict resolution, and respect for the government, elders, and other community members.

PAS intends to issue the award for a period of 12 months.

Eligibility is open to all types of applicants except for 1) individuals and 2) Afghan government entities.

Please refer to Section D for funding restrictions.

Organizations may sub-award/contract with other entities, but only one entity can be the prime recipient of the award.

When sub-awarding/contracting with other entities, the responsibilities of each entity must be clearly defined in the proposal.
