Establishment of a Research Center at Kabul Polytechnic University
The Public Affairs Section (PAS) of the U. S. Embassy in Kabul, Afghanistan is pleased to announce an open competition for eligible organizations to submit applications to carry out a program to establish a research center at Kabul Polytechnic University (KPU).
PAS Kabul, in partnership with KPU, seeks to establish a collaborative relationship with a U. S. university to coach, mentor, and facilitate the formation of a research center at KPU.
This American partner would support KPU’s effort by training administrative staff, assisting in the creation of a research curriculum, orienting KPU faculty to research projects, expanding the scope of research at KPU, and forming links with other universities in Afghanistan and the region.
University education in Afghanistan suffered greatly under Taliban rule, with many senior faculty leaving the country.
Now, faculty members who have recently earned masters and doctoral degrees abroad are returning from their studies.
Suitable research facilities will enable them to continue their academic scholarship, develop research partnerships with private sector community and corporate interests, and provide a platform for student research as they develop their own higher degree offerings.
KPU, founded by the Afghan government in 1963, offers undergraduate degrees in eight faculties of engineering sciences:
Geology and Mines Electromechanics, Computer Engineering and Informatics Water Resources and Environmental Engineering Transportation Engineering Chemical Technology Geographical Information Systems (GIS) Information Technology.

Additional Information of Eligibility:
Eligibility is open to non-profit, accredited U. S. public and private universities, offering undergraduate and graduate programs, with experience working with universities in the Middle East, South and Central Asia, or Southeast Asia.
For-profit entities are not eligible to be the prime recipient of an award under this NOFO.
When sub-awarding/contracting with other entities, the responsibilities of each entity must be clearly defined in the proposal.
Per Section D of the Announcement (see Related Documents tab), applicants must submit proof of their non-profit status with their proposal (e.g., proof of 501(c)(3) status, Afghan NGO license, etc.).
Applications that do not include proof of non-profit status will not be considered for an award.
Individuals are not eligible for an award under this NOFO.
