Jobs For Veterans State Grants Applications

In accordance with 38 U.S.C.

§4102A(b)(5) and §4102A(c), the Assistant Secretary for Veterans’ Employment and Training Service (ASVET) makes grant funds available for use in each State to support Disabled Veterans’ Outreach Program (DVOP) specialists and Local Veterans’ Employment Representative

(LVER) staff, supervises the distribution and use of those funds, and monitors the performance of recipients.

To receive grant funding the legislation requires States to submit an application for a grant that contains a narrative plan, hereinafter referred to as the State Plan, which describes:The projected employment outlook for veterans; The population(s) of veterans to be served; How grant-funded staff are deployed to serve veterans; The duties assigned to DVOP specialists and LVER staff ; The manner in which DVOP specialists and LVER staff are integrated in the State’s employment delivery service system or One-Stop Career Center; How the State provides employment, training, and placement services to veterans,transitioning service members and other eligible persons; How the State provides and monitors priority of service to veterans; The Incentive Award program planned using grant funds;How grant-funded staff augment or facilitate Transition Assistance Program (TAP) Employment Workshops; and Such additional information as the Secretary may require.

The JVSGs are offered non-competitively.

Application for funds available under this process will be accepted only from one designated administrative entity within each state identified by the Governor or chief elected official to receive these funds, generally the state agency that operates the public labor exchange delivery system within the state.
