Food Distribution Program on Indian Reservations Nutrition Education Grants

The Food Distribution Program Nutrition Education (FDPNE) grant offers additional administrative funding totaling approximately $1 million annually to a Tribe or Indian Tribal Organizations (ITO) operating a Food Distribution Program on Indian Reservations (FDPIR), a nutrition assistance program.

Awards
are determined on a competitive basis.

The most current guidance for the Supplemental Nutrition Assistance Program Nutrition Education (SNAP-Ed) serves as the model for FDPNE.

The goal of FDPNE is to enhance the nutrition knowledge of FDPIR participants underserved by SNAP-Ed.

ITOs and State Distributing Agencies (SDA) that administer FDPIR may apply individually or as a consortium of ITOs or SDAs.

Fiscal Year 2013: Two examples of funded projects are:

1.

Chippewa Cree Tribe for the Mountain Plains Region Nutrition Advisory Committee.

Award amount: $102,230.

This consortium is provided nutrition and physical education to youth during summer camp programs conducted at five FDPIR sites.

2.

Cheyenne and Arapaho Tribes of Oklahoma.

Award amount: $88,345.

This organization continues their community garden program by building a new greenhouse to encourage more FDPIR participant involvement in fruit and vegetable gardening and consumption.

The organization will also conduct workshops that encourage participants to increase daily intake of fruits and vegetables on a regular basis.

Program Accomplishments

Fiscal Year 2013: The performance period for FY 2013 ends March 31, 2014. Examples of progress made by two organizations are below.

1. The Sherwood Valley Food Distribution Program is funded to provide education that encourages the increase of daily fruit and vegetable intake and the increase of physical activity to FDPIR participants on 10 reservations. They are also developing a youth ambassador group that is learning about the benefits of fruits, vegetables, and physical activities. The ambassadors are sharing the information they learn with their peers and other members of the tribal community. As of November 2013, 338 tribal members received fruit and vegetable education by attending food demonstrations. Physical education lessons and demonstrations reached more than 300 tribal members, including the youth ambassadors.

2. The Red Cliff Food Distribution Program for the Midwest Region Advisory Committee, a consortium of Indian Tribal Organizations, is funded to develop a culturally relevant nutrition and physical education calendar and purchase other nutrition materials for 23 Midwest Region Tribal FDPIR programs that serve 3,000 participating households. As of November 2013, the design of a calendar that promotes nutritious traditional recipes, culturally relevant physical activities, and ChooseMyPlate.gov messages is completed.

Uses and Use Restrictions

To provide nutrition education to program participants.

The funds may only be used to provide nutrition education to FDPIR and FDPIR-eligible participants.

$1,000,000 is set aside to fund nutrition education projects proposed by FDPIR.

Applicant Eligibility

A current FDPIR allowance holder (i.e., an entity that has a direct agreement with FNS to administer FDPIR) must submit the application.

Beneficiary Eligibility

Applicant ITO/SDA administrators must provide services to FDPIR participants or FDPIR eligible participants.

Credentials/Documentation

Applicant ITO/SDA administrators must submit Form SF-424 when applying for a FDPNE grant. ITOs and SDAs must comply with federal financial management policies and regulations at 7 CFR 253.6. OMB Circular No. A-87 applies to this program. OMB Circular No. A-87 applies to this program.

Application Procedures

OMB Circular No. A-102 applies to this program. This program is excluded from coverage under OMB Circular No. A-110. ITOs and SDAs that want to apply for FDPNE funding must submit Form SF-424 and follow the application procedures, including submission of all other forms and content, required by the Request for Applications (RFA). Applicants must use the standard application forms furnished by the Federal agency as part of the RFA.

Award Procedures

Administrative funding is available annually on a competitive basis to ITOs and SDAs for use in conducting nutrition education projects. ITOs and SDAs submit applications in response to a RFA. USDA manages the review, evaluation, and approval of applications. Awardees provide approved nutrition education classes, nutrition education materials, gardening education, or physical education services that benefit eligible FDPIR households.

Renewals

ITOs/SDAs must apply for funding each year to receive a competitive award. Annual submission of a new Form SF-424 is required. The funding performance period is one year from the date of award notification.

Formula and Matching Requirements

Statutory Formula: Title Regulatory Formula, Chapter Title 7 , Part 253.11.
Matching Requirements: Percent: 25.%. The 25% match requirement may be waived, if compelling justification is provided by the ITO/SDA.
MOE requirements are not applicable to this program.

Length and Time Phasing of Assistance

Administrative funding for ITOs/SDAs that administer FDPIR expires at the end of each annual performance period. Method of awarding/releasing assistance: by letter of credit.

Post Assistance Requirements

Reports

A final project report is required.

Cash reports are not applicable.

A report describing progress towards completing goals and approved activities is required.

The report documents the number of participants who received services and obstacles encountered.

Form SF-425, Federal Financial Report, captures, on a quarterly basis, Federal funding authorized, obligated, and obligated but not liquidated.

This form also captures non-federal funds used for the program.

Performance monitoring is not applicable.

Audits

In accordance with the provisions of OMB Circular No. A-133 (Revised, June 27, 2003), "Audits of States, Local Governments, and Non-Profit Organizations," nonfederal entities that expend financial assistance of $500,000 or more in Federal awards will have a single or a program-specific audit conducted for that year. Nonfederal entities that expend less than $500,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in Circular No. A-133.

Records

Each FDPNE funded ITO and SDA must maintain accurate and complete program records and reports for 3 years following the close of the fiscal year or until any outstanding audit, claim, or litigation is settled.

Criteria for Selecting Proposals

Applications must document project activities that reflect the principles found in the 2010 Dietary Guidelines for Americans or ChooseMyPlate.gov. A panel of reviewers evaluates and scores applications based on the project design, implementation plans, budget appropriateness, cultural relevance, and creativity. After applications are scored, the panel provides recommendations for funding to a grants selecting official.
