Acceleration towards Epidemic Control of Comprehensive HIV, TB and Related Infections including Prevention, Treatment and Retention of Prisoners and Staff of Uganda Prisons Service (UPS) under the President's Emergency Plan for AIDS Relief (PEPFAR)

CDC anticipates an Approximate Total Fiscal Year Funding amount of $3,500,000 for Year 1, subject to the availability of funds.This NOFO will accelerate access to comprehensive services for HIV/TB and related infectious diseases, including combination
prevention, to prisoners and the prison community towards HIV epidemic control and control of other diseases.The recipient will provide comprehensive HIV/TB services to 258 prison units from the current 55, and support accreditation of antiretroviral therapy (ART) sites from 15 to 30.

Focus will be on key and priority population (KP/PP) service layering of prevention and treatment cascades.

For case identification, HIV testing services (HTS) will range from universal HTS on entry, to risk-based and other HTS strategies for routine and exit testing among prisoners and staff.

For TB, focus will be on timely case identification through on-entry and routine TB symptom screening, and management of both drug-susceptible and resistant /MDR TB.

As part of scale up, the recipient will prioritize TB preventive therapy (TPT) for the prisons communities to ensure access to this service.The recipient will scale up same day ART initiation; enhance treatment literacy; conduct “undetectable=untransmittable” (U=U) messaging and strengthen peer navigation; scale up viral load (VL) monitoring for improved HIV treatment, retention, and VL suppression; roll-out KP data reporting tools; and enhance referrals and linkage to treatment within UPS and on exit.

In addition, stigma and discrimination, Hepatitis, drug use, violence, and other STIs will be addressed.
