Public entities (e.g., transit agencies, state and local governments); nonprofit organizations; for profit companies.

Eligible recipients include State and local government agencies, public and private transit agencies, universities, non-profit organizations, consultants, legally constituted public agencies, operators of public transportation services, and private for-profit organizations.

All proposals must include a transit agency partner operating an existing rail transit system (an existing rail system is one carrying passengers in revenue service).

Rail transit systems include heavy rail, light rail, street cars, electric trams, and commuter rail systems.
