ELIGIBLE APPLICANTS1.

INDIVIDUALSU. S. citizens and lawful permanent residents are not eligible to apply for funding as a prime recipient (lead organization), but are eligible to participate as subawardees (team members).In addition, individuals with the skills, knowledge, and resources necessary to carry out the proposed research as a Program Director/Principal Investigator are invited to work with their organizations or as a subawardee to develop an application for assistance.

Individuals from underrepresented groups as well as individuals with disabilities are always encouraged to apply for assistance.2.

DOMESTIC ENTITIESFor-profit entities, educational institutions, and nonprofits1 that are incorporated (or otherwise formed) under the laws of a particular State or territory of the United States are eligible to apply for funding as a prime recipient (lead organization) or subawardee (team member).DOE/NNSA National Laboratories are eligible to apply for funding as a prime recipient (lead organization) or subawardee (team member).State, local, and tribal government entities are eligible to apply for funding as a subawardee (team member), but are not eligible to apply as a prime recipient (lead organization).Non-DOE/NNSA FFRDCs, other non-DOE GOCO contractors, and non-DOE GOGOs are eligible to apply for funding as a subawardee (team member), but are not eligible to apply as a prime recipient (lead organization).Federal agencies and instrumentalities (other than DOE) are eligible to apply for funding as a subawardee (team member), but are not eligible to apply as a prime recipient (lead organization).3.

Incorporated consortia must be incorporated (or otherwise formed) under the laws of a State or territory of the United States.Each incorporated consortium must have an internal governance structure and a written set of internal rules.

Upon request, the consortium must provide a written description of its internal governance structure and its internal rules to the DOE Contracting Officer.5.
