The refuge seeks to support the development and construction of city/neighborhood park(s) and their program(s) to reach culturally, ethnically, economically, and socially diverse audiences through engagement in nature.

Due to its diversity and lack of natural/park areas, the refuge has chosen

to support the Cully neighborhood in Portland, Oregon.
