Additional Information of Eligibility:
The objective of this cooperative agreement with the NMDGF is to continue to promote recovery of the Mexican wolf (Canis lupus baileyi), a federally listed endangered species.

The Mexican wolf was listed as endangered under the Endangered Species Act in 1976.

The Service and NMDGF have been cooperating in recovery planning efforts since the Mexican wolf was listed.

This cooperation culminated with the approval by the Secretary of the Department of Interior in March 1997, of a plan to reintroduce captive-reared Mexican wolves into the Apache National Forest in eastern Arizona.

Re-established Mexican wolves would be allowed to colonize all of the Apache and Gila National Forests in Arizona and New Mexico.

A Memorandum of Understanding (MOU) between the Service and NMDGF (and other cooperators) establishes a general framework for cooperation and participation among the cooperators for implementing the reintroduction of Mexican wolves.

Much of the Blue Range Wolf Recovery Area occurs within the state of New Mexico.

Thus, the New Mexico Department of Game and Fish is uniquely qualified to perform the activities based on location.

The single-source award to the New Mexico Department of Game and Fish provides continuation of the activities necessary to promote recovery of the Mexican wolf in New Mexico.

Competition would have a significant adverse effect on the continuity of the effectiveness of operations regarding the Mexican wolf Recovery program in New Mexico.
