Historical Collection and Youth Engagement Program - CHYO

Department of the Interior Policy (505 DM 2) and National Park Service Policy FAP&P 1443-2015-06 requires a written justification which explains why competition is not practicable for each single-source award.

The justification must address one or more of the following criteria as well as

discussion of the program legislative history, unique capabilities of the proposed recipient, and cost-sharing contribution offered by the proposed recipient, as applicable.

BACKGROUND AND OBJECTIVES:
Charles Young Buffalo Soldiers National Monument, comprises approximately 60 acres in Wilberforce, Greene County, Ohio, and was designated as a National Historic Landmark in 1974, demonstrating Young’s pivotal role in the nation’s history as an iconic military leader.

The purpose of the Monument is to preserve and protect Colonel Young’s home and surrounding farmland, and to commemorate and interpret Young and the Buffalo soldiers as an iconic American hero.

Wilberforce University is where Colonel Charles Young was the first Professor of Military Science and purchased a home, which is now the Charles Young Buffalo Soldiers National Monument (CHYO).

The objective of this Agreement is to digitize the historic collections owned and housed at Wilberforce University connected to the park’s period of significance.

STATEMENT OF WORK:
Wilberforce University, will provide a campus office to NPS personnel, and will designate a staff member of Wilberforce University as the National Park Service Liaison (Liaison).

The Liaison and NPS Staff together will develop a youth engagement program to include historical education, interpretation training, and leadership development.

This partnership intends to develop plans to expose diverse user groups to NPS through service-wide NPS programs, leadership training, and scholar-in-residence programs.

NPS will provide support to the University for Special Historic Events connected to the Wilberforce Leadership Program and recruit students to support existing paid and non-paid internship positions provided by NPS.

The Recipient will work with CHYO staff to promote and collaborate on interpreting the story of Colonel Charles Young, Buffalo Soldiers, and the Wilberforce Community through the NPS and University websites.

RECIPIENT AGREES TO:
Provide a campus office for CHYO staff; provide access to collections, curatorial support, and exhibit development capabilities to CHYO staff; assist with the development and implementation of CHYO management documents; provide a shared information space in the visitor center, and event space as needed for Monument programming; designate a Wilberforce University National Parks Service Liaison (Liaison) who will have the following responsibilities/deliverables:
(a) serve as the coordinating liaison to plan historic events between Wilberforce University and NPS; (b) develop a strategic implementation plan for each event which discusses the purpose of the event to the participants, and a calendar of events for planning and executing the events; (c) coordinate with the Vice President of Institutional Effectiveness to develop an evaluation plan for each event to assess whether the outcomes were achieved as well as determine participant’s satisfaction; (d) work with the Library personnel at Wilberforce University and CHYO staff to help digitize Wilberforce University’s historical collection and to help secure access to appropriate items in the digitize collection.

NATIONAL PARK SERVICE AGREES TO:
Promote and collaborate with the University on interpreting the story of Colonel Charles Young, Buffalo Soldiers, and the Wilberforce Community through the NPS/University websites; provide personnel to coordinate with the Liaison to plan public programming throughout the community of Wilberforce, Ohio and with other national parks; provide personnel to work with Liaison to identify historically relevant artifacts owned and housed at the university that can be shared with the community on exhibit at the park; coordinate with the Liaison to develop youth program initiatives; provide support for Leadership Training and the Scholar in Residence Program at Wilberforce University.

SINGLE-SOURCE JUSTIFICATION:
The applicant is uniquely qualified to perform the activity based upon a variety of demonstrable factors such as location, property ownership, voluntary support capacity, cost-sharing ability if applicable, technical expertise, or other such unique qualifications.

NPS did not solicit full and open competition for this award based the following criteria:
Wilberforce University is where Colonel Charles Young was the first Professor of Military Science and is why he moved his family to this community and purchased the home, which is now the Charles Young Buffalo Soldiers National Monument.

This partnership intends to develop plans to expose minorities to the NPS through service-wide NPS youth program initiatives, leadership training, scholar in residence program, and plans to digitize historic collections in the Wilberforce University Archives connected to the parks period of significance.
