Science, Innovation and Technology Partnership Intermediary Agreement

The DoD Air Force Research Laboratory (AFRL) at Kirtland Air Force Base, New Mexico, is seeking applications under Funding Opportunity Announcement (FOA) entitled “Science, Innovation and Technology Partnership Intermediary Agreement” The Government is seeking to enter into five-year Partnership


Intermediary Agreements (PIAs) with entities that facilitate joint projects and accelerate technology transfer between the lab and the commercial market.

These intermediaries help companies to identify federal technologies that can be licensed and commercialized.

They also work to increase the likelihood of successful cooperative activities between the lab, small businesses, academia and industry.

Under the future FOA, some the objectives will include, but may not be limited to:
Patent and intellectual property (IP) management Technology and market research Collaboration spaces and business incubation Technology assessment activities Prototyping and manufacturing capabilities PIAs may provide a variety of services that can be used to support technology transfer and commercialization activities, but cannot conduct research and development on behalf of the Government.

3715, with a Partnership Intermediary, as defined in 15 U.S.C.

3715 (c).

For the purpose of this FOA, due to the program objectives and anticipated place of performance of the resulting PIA(s), the Government intends to ONLY seek response from research institutions of higher education that are registered and have a physical location in the state of New Mexico.

Future awards made under this announcement will fall under the purview of 2 CFR Part 200 and DOD Research and Development (R&D) Terms and Conditions (March 2021).

Recipients are advised to complete the following steps, which are required for application submission:
Obtain a Dun and Bradstreet Data Universal Numbering System (DUNS) number (including the plus 4 extension, if applicable) at http://fedgov.dnb.com/webform Register in Grants.gov to receive automatic updates when the FOA is published and/or when Amendments to the FOA are made.

Register with the System for Award Management (SAM) at https://www.sam.gov/ .

To be eligible for an award, the Recipient must (1) be registered in the SAM before submitting its application; (2) provide a valid unique entity identifier in its application; and (3) continue to maintain an active SAM registration with current information at all times during which it has an active Federal award or an application or plan under consideration by a Federal awarding agency.

Recipients who are not registered with SAM.gov and/or Grants.gov should allow sufficient time to complete these requirements.

It is suggested that the process be started as soon as possible.

Recipients wishing to receive additional information on this FOA, including future notifications, amendments, should register in Grant.gov as soon as possible.

Recipients will only receive an email when an amendment is posted on Grants.gov, if the Recipient is register for email notifications for the FOA in Grants.gov.

The Government recommends email registration as soon as possible after the release of the FOA to ensure notice of any amendments or other FOA information.
