National Climate Change and Wildlife Science Center

To develop mechanisms that will ensure that the National Climate Change and Wildlife Science Center is responsive to the research and management needs of Federal and State agencies by working with partners to provide science and technical support regarding the impacts of climate change in fish, wildlife,
plants and ecological processes and the mechanisms for adaptation to, mitigation of, or prevention of those impacts.

Center activities will focus on providing national and regional habitat and population modeling and forecasting tools, integrating physical climate models with ecological models, assessing vulnerabilities and forecasting changes, and developing standardized approaches.
Examples of Funded Projects

Fiscal Year 2009: In 2008 and 2009, research projects were implemented to investigate the responses of fish, wildlife, birds and vegetation to climate change impacts of climate change on bird conservation in arid and semi-arid regions of North America, for example: (1) fate of endangered species in San Francisco Bay tidal marshes in response to sea level rise; (2) impacts of past and future stream temperature and flow changes on survival of endangered Atlantic salmon populations; (3) potential influence of climate change on the survival of at-risk native salmonids; and (4) influence of climate change on migration and feed-ground use by Rocky Mountain ungulate populations and impacts on vegetation.

Uses and Use Restrictions

Building on standardized approaches developed at the level by the NCCWSC, Regional Climate Science Hubs are being developed according to the national strategy.

National coordination of research and modeling at the regional Hubs will ensure uniformity of downscaling and forecasting models and standardized information to support management of fish and wildlife resources and regional partnership collaborations.

The DOI Regional Climate Science Centers will develop cooperative agreements with qualified institutions to ensure the Center is responsive to national, ecoregional and local needs of Federal, State, Tribal and local partners.

Application Procedures

This program is excluded from coverage under OMB Circular No. A-102. OMB Circular No. A-110 applies to this program. Applicants will use the standard SF 424 Application for Federal Assistance and Assurances. This program is subject to the Department of the Interior regulations at 43 CFR Part 12, Subpart F, or any subsequent revisions. The application requirements as contained in the announcement package and the above regulations must be used for this program. Applications may be made only through the internet site http://www.grants.gov.

Notification of an award is by receipt of a cooperative agreement signed by a Geological Survey contracting officer.

Annual and final technical reports, as well as other products, are typically required and must be submitted as described in the award terms and conditions.

Audits

Nonfederal entities that expend less than $500,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in Circular No. A-133.

Criteria for Selecting Proposals

Scientists within the Geological Survey, bureaus, and offices in the Department of the Interior will review and evaluate all applications consistent with authorized program purposes. Criteria for judging applications will include scientific excellence and relevance to the solution of important problems within the mission of the Department of the Interior. Applications will be funded only to the extent permitted by available funds.
