In the joint explanatory statement for the Legislative Branch Appropriations Act, 2023, Congress established the Lewis-Houghton Civics and Democracy Initiative and appropriated funds to the Library of Congress “to develop and administer a pilot educational program as a part of the Initiative, which

funds eligible organizations within the United States and its territories to develop digitally-enabled comprehensive, assessable teaching project-based creative arts driven curricula programs focused on using the digitized primary sources of the Library of Congress related to history, civics and democracy.” The purpose of this notice is to identify awardee organizations that will design and implement digitally-enabled educational products in which the Library’s music or creative arts-focused primary sources and other online materials are central to teaching and learning.

Awards made under Lewis-Houghton Civics and Democracy Initiative must include rights-free materials from the Library’s vast collections of music and creative arts-related resources to develop curriculum, teaching materials, and tools for history, civic and democracy instruction targeted toward high school students.

Funded projects will support the Library’s mission to use its collections to connect with all Americans, including those representing diverse communities, beliefs and endeavors to engage, inspire and inform Congress and the American people with a universal and enduring source of knowledge and creativity.

Additional Information of Eligibility:
Eligible Applicants must • Be education-focused organizations knowledgeable about teaching about and/or creating music and other creative arts-based materials, public or private organizations, both not-for profit and for-profit organizations including institutions of higher education, K-12 school districts, professional associations, library systems, museums, cultural institutions, state agencies, Indian tribes and tribal organizations, and other educational entities; • Be based in any of the 50 U. S. states, the District of Columbia, territories, and commonwealths (Puerto Rico, Northern Mariana Islands, Guam, American Samoa, U. S. Virgin Islands); and • Propose a project that must be conducted within the United States or U. S. commonwealth or territory.
