Materials Science in Extreme Environments University Research Alliance (MSEE-URA)

This is an initial announcement of this funding opportunity.

This BAA is one of three that will move a portion of the DTRA Basic Research Program to a University Research Alliance model; the Chem Bio Program is not impacted by this change.

This BAA will be conducted in two phases; however,

applicants must submit a non-binding Letter of Intent (LoI) to be considered eligible to submit a Phase I package.

Phase I is for receipt and evaluation of pre-proposal submissions.

Phase II is for receipt and evaluation of invited proposal packages.

Invitation to submit a Phase II proposal will be based on the evaluation results of the Phase I pre-proposal submission.

The LoI is required; however, it is not legally binding and does not enter into the review of Phase I or Phase II packages.

The information in the LoI will allow DTRA to estimate the potential review workload and plan for the review.

Applicants must submit a LoI no later than 21 June 201 9. Phase I pre-proposal submissions are due on 17 July 201 9. This BAA may result in the award of a cooperative agreement (CA) as defined at 31 United States Code (U.S.C.) 6305 for the execution of the program.

The CA will be awarded to a U. S. institution of higher education to lead an Alliance organizations.

Alliances are encouraged to include Historically Black Colleges and Universities and Minority Institutions defined in 10 U.S.C.

§ 2362(e).
