Preschool Development Grant Birth through Five (PDG B-5) Renewal Grant

The Administration for Children and Families (ACF) at the Department of Health and Human Services (HHS) jointly with the Department of Education (ED) will be soliciting applications from eligible States and Territories to carry out the renewal grant activities of the Preschool Development Grant Birth

The PDG B-5 Renewal Grants seek to empower state governments to lead the way in leveraging federal, state and local early care and education investments.

These Renewal Grants seek to assist states in helping low-income and disadvantaged children enter kindergarten prepared and ready to succeed.

In addition, these grants will help improve the transitions between early care and education settings and elementary schools.

The overall responsibility of the PDG B-5 Renewal Grant is to assist states in the coordination of existing early childhood funding streams resulting in services being provided to more children birth through five in a mixed delivery system.

States awarded a renewal grant may use a certain portion of grant funds to award subgrants to programs in a mixed delivery system across the state.

Additional Information of Eligibility:
The following six states, Idaho, Wisconsin, Wyoming, Guam, the Commonwealth of the Northern Mariana Islands, and Puerto Rico, awarded an initial grant under funding opportunity number HHS-2019-ACF-OCC-TP-1599, are eligible to apply for funding under this announcement.

The applicant must submit a letter on the Governor's letterhead, designating the state entity that will have responsibility for execution and administration of this grant.

The required letter must include a description of why the state entity chosen is best suited to manage the grant, thereby leading to the improvement of an ECE mixed delivery system serving children from birth through age 5.

For this Renewal Grant, any existing state entity that is not also a state agency must be replaced by a state agency as the recipient of the federal funds.

If desired by the Governor, the state agency may then subgrant with the existing state entity that previously served as the recipient of the funds for the PDG B-5 Initial Grant, or may subgrant with a different entity.

Applications from individuals (including sole proprietorships) and foreign entities are not eligible and will be disqualified from competitive review and from funding under this announcement.
