National Council on Disability Pre-Solicitation Notice of Funding OpportunityThe Individuals with Disabilities Education Act Report SeriesThe National Council on Disability (NCD) will seek proposals for a five report series on the Individuals with Disabilities Education Act (IDEA).

in these reports primarily serve to assist policymakers, including the White House and Congress, with the insight needed to make policy decisions designed to improve educational outcomes for students with disabilities.

The reports will also provide students with disabilities and those who support them, with an understanding of policy, legislation, and initiatives that impact their lives.

The report series will examine the extent to which policymakers, federal agencies, and Congress have acted on NCD’s prior policy recommendations on improving IDEA implementation and enforcement.

It will also examine and assess two areas of IDEA implementation not previously addressed by NCD.

The reports will identify and describe current IDEA policies and practices in five specific areas, describe federal action taken, if any, that address NCD’s prior recommendations, assess whether the actions have been effective, and make further recommendations for reform where problems exist.

The estimated contract period is 12 months.

NCD will distribute its Individuals with Disabilities Act Report Series (IDEA Series) Notice of Funding Opportunity on April 21, 201 6. NCD expects interested parties to submit their responses by May 31, 201 6. Copies of the Notice of Funding Opportunity will be available on grants.gov and ncd.gov and may be requested by mail or picked up at NCD on or after the issue date of April 21, 201 6. This pre-solicitation notice is issued solely for informational and planning purposes only.

It does not constitute a Notice of Funding Opportunity.

This pre-solicitation notice does not commit the Government to contract for any work or services whatsoever.

Further, the National Council on Disability is not at this time seeking proposals, and will not accept unsolicited proposals.

Respondents are advised that the United States (U.S) Government will not pay for any information or administrative cost incurred in response to this pre-solicitation notice.

Responses to this notice are not offers and cannot be accepted by the U.S Government to form a binding contract.
