The National Council on Disability (NCD) will seek proposals for a project that will result in a report on guardianship and alternatives.

the report in-house, we are seeking a contractor to conduct a literature review, gather qualitative data and provide input into the report.

This report will explore the origins of guardianship laws and trace their evolution over time in light of civil rights advances achieved by the disability community, culminating in the Americans with Disabilities Act.

Accordingly, the report will examine whether guardianship potentially undermines the goals of the ADA and if there are alternatives to guardianship, reforms to guardianship law and/or changes to federal law and policy that would bring decision-making assistance into better alignment with the ADA.

The report will also examine how guardianship law has evolved in countries that have ratified the Convention on the Rights of Persons with Disabilities.

Additionally, the report will explore outcomes for people with disabilities who find themselves under guardianship and whether there are alternatives to guardianship that would address the need for decision-making assistance while preserving the right of self-determination for people with disabilities.

Finally, the report will offer policy recommendations to state and federal policy makers to help better align the existing guardianship systems with the ADA.

The estimated contract period is twelve months, with specific near term deadlines for the submission of deliverables that will provide the substantive basis for the report, which will be written by NCD staff, and longer term deadlines for assistance with drafting the report.

Deliverables under this contract will include qualitative data compiled from interviews with individuals with direct experience of guardianship as well as a comprehensive literature review of scholarship in this area.

NCD will distribute its report on Guardianship and Alternatives Notice of Funding Opportunity to interested parties on May 2nd, 201 6. NCD expects interested parties to submit their responses by June 2nd, 201 6. Copies of the Notice of Funding Opportunity will be available on grants.gov and ncd.gov and may be requested by mail or picked up at NCD on or after the issue date of May 2nd, 201 6. This pre-solicitation notice is issued solely for informational and planning purposes only.

It does not constitute a Notice of Funding Opportunity.

This pre-solicitation notice does not commit the Government to contract for any work or services.

Further, the National Council on Disability is not at this time seeking proposals, and will not accept unsolicited proposals.

Respondents are advised that the United States (U.S.) Government will not pay for any information or administrative cost incurred in response to this pre-solicitation notice.

Responses to this notice are not offers and cannot be accepted by the U.S Government to form a binding contract.

It is the responsibility of the interested parties to monitor grants.gov and ncd.gov sites for additional information.
