Combatting Forced Labor and Human Trafficking on Fishing Vessels in the Asia-Pacific Region

Subject to the availability of funds, USDOL’s Bureau of International Labor Affairs (ILAB) intends to award, through a competitive process, one
or more cooperative agreements to organizations to implement a project in Indonesia and one other country in the Asia-Pacific region to be named by the applicant.
The second country must be one of the following other countries in the Asia-Pacific region:
Burma, Cambodia, Fiji, Kiribati, Papua New Guinea, Philippines, Samoa, Solomon Islands, Timor-Leste, Tonga, Tuvalu, and Vanuatu.
The objective of the project is to reduce forced labor and human trafficking on fishing vessels in the Asia-Pacific region.
The project will support this objective through the following outcomes:
(1) improved enforcement to combat labor exploitation, including forced labor and human trafficking, on fishing vessels through ( 1. 1) strengthened government regulations and policies addressing labor exploitation, including forced labor and human trafficking, on fishing vessels; ( 1. 2) improved coordination within a government interagency structure/task force on illegal, unreported, and unregulated (IUU) fishing and associated criminal activities to address labor exploitation, including forced labor and human trafficking, on fishing vessels; ( 1. 3) increased use of multi-disciplinary inspections that mainstream inspection for labor exploitation, including forced labor and human trafficking, on fishing vessels; and (2) decreased presence of indicators of forced labor on fishing vessels through ( 2. 1) improved understanding of acceptable conditions of work, as well as indicators of labor exploitation, including forced labor and human trafficking; ( 2. 2) improved ability to report exploitative working conditions on fishing vessels; ( 2. 3) improved access to remedy of exploitative working conditions on fishing vessels.
The Employment and Training Administration (ETA)’s Office of Grants Management anticipates publishing the Funding Opportunity Announcement (FOA) before September 30, 2017 (subject to change).

Any commercial, international, educational, or non-profit organization(s), including any faith-based, community-based, or public international organization(s) capable of successfully working with government, employers, workers, and civil society to reduce forced labor and human trafficking in the fisheries sector are eligible to apply if and when a Funding Opportunity Announcement is published.
Lack of past experience with USDOL cooperative agreements, grants, or contracts does not bar eligibility.
All applicants for ILAB funding opportunities must have a Data Universal Numbering System (DUNS) number and be registered in the System for Award Management (SAM) prior to applying for funding.
