Subject to the availability of funds, USDOL’s Bureau of International Labor Affairs (ILAB) intends to provide funding to an existing cooperative agreement

credit:


with the American Center for International Labor Solidarity without full and open competition, to extend the implementation of the program and its funding capacity.

Authority:
DLMS 2-836 G.2:
The activity to be funded is essential to the satisfactory completion of an activity presently funded by DOL, wherein competition would result in significant or real:
a.

harm (further harm) to the public good; or b.

expenses in excess of any potential savings to the Government; or c.

disruption to program services; or d.

duplication of work at additional cost to the Government, or e.

delay in the time of program completion; and DLMS 2-836 G.3:
Services are available from only one responsible source and no substitute will suffice; or the recipient has unique qualifications to perform the type of activity to be funded.
