FY 2023 California Law Enforcement Transition to NIBRS—Rapid Deployment Model Project

With this solicitation, BJS seeks an application from the California Department of Justice (CA DOJ) for continuation funding for the FY 2022 California Law Enforcement Transition to NIBRS—Rapid Deployment Model Project, to extend additional program support to the San Francisco Police Department (SFPD), Los Angeles Police Department (LAPD), and Los Angeles County Sheriff’s Office (LASO) to transition to incident-based crime reporting that is compliant with the FBI’s NIBRS.

Statutory Authority:
Under Section 302 of the Omnibus Crime Control and Safe Streets Act of 1968, BJS is authorized to "make grants to, or enter into cooperative agreements or contracts with public agencies, institutions of higher education, private organizations, or private individuals" for purposes of collecting and analyzing criminal justice statistics.

Also, under 34 U.S.C.

§ 10132(c)(19), BJS is authorized to support the development and enhancement of national information systems, including NIBRS.

Under 28 U.S.C.

§ 530C, the FBI is authorized to provide funds to BJS to make grants under this solicitation.

Under 28 U.S.C.

§ 534 and 28 CFR § 0. 85, the FBI is authorized to support activities related to the transfer and sharing of criminal justice information across and between law enforcement and related agencies.
