CDF Development, LLC has a national service area and is focused exclusively on urban districts, with an emphasis on distressed areas of urban districts. CDF will finance large-scale projects containing traditional retail combined with businesses that provide services to the community (including local businesses) and non-profit institutions.

NMTC (2009) - $50,000,000

CDF Development, LLC (CDF) is focused primarily on distressed urban districts. Its business strategy is to provide loans and equity investments to increase the number of developments of large-scale retail and mixed-use projects in low-income communities. CDF will only invest in projects that would not occur but for the addition of NMTC financing, and must be located in areas of particularly acute economic distress, as measured by poverty and income levels, unemployment, crime rates, and other measures. All of CDF’s investments involve public-private partnerships whereby significant private sector investment is aided by state and/or city public sector efforts, in combination with NMTC financing.



NMTC (2005) - $60,000,000

CDF Development, LLC will use the NMTC to provide preferential rates and terms, including interest rates up to 300 basis points below market and significantly reduced fees. CDF will only invest in projects that will create significant community development impact and could not be undertaken without the subsidy provided by the NMTC.



NMTC (2003) - $100,000,000

CDF Development will use its NMTC allocation to subsidize financing to allow low-income community developers to maintain and expand their activities, particularly in areas of greater economic distress.
