Conservation in the Confluence III

This funding will directly support the Conservation in the Confluence III NAWCA grant which was been awarded to Ducks Unlimited to replace the main water conveyance system, referred to as the pump house structure, as well as complete habitat enhancement projects at the Clarence Cannon National Wildlife

Refuge located in Pike County near the town of Annada, Missouri.

Specifics regarding this project to be accomplished by this funding include replace the entire underground structures (support structure, culverts, gates, etc.); both pumps; the building and all other components which make up the pump house structure.

The habitat work will involve the removal of interior levees to combine moist soil units 3, 5, and 9. Micro-topography work will also be conducted in the units to restore and/or replicate historic scours across the landscape.

This is a notice of intent to award a single source cooperative agreement to Ducks Unlimited without competition under justification 505DM 2. 1 4. B.2 and 4 .

Competition for the award is not practical as ducks Unlimited has already been substantially involved in the project and this award will be provided to supplement the existing NAWCA grant as described above through a cooperative agreement.

The U. S. Fish and Wildlife Service (Service) will be substantially involved in this project by:
1. Provide ingress and egress to the Project site during and following project construction.

2. Provide routine inspection, operation, rehabilitation and maintenance necessary to maintain the continuing viability and functioning of the Project.

3. Manage the Project site to provide habitat that is beneficial to breeding, migrating and wintering waterfowl in compliance with the Project Proposal dated 28 December 2011, submitted to the North American Wetlands Conservation Council Coordinator.

4. Review the Project site development plans and specifications, suggest additions or deletions thereto as deemed necessary, and subsequently, approve said documents.

5. Perform any and all operation and maintenance responsibilities on the Project site for a period of twenty-five years.
