Residential Treatment Center Services for Unaccompanied Children

The Office of Refugee Resettlement (ORR) will publish a Standing Notice of Funding Opportunity (SNOFO) seeking applicants for the fiscal year (FY) 2023 Residential Treatment Center for Unaccompanied Children.

The purpose of this project is to fund organizations that demonstrate an ability to provide

credit:


high-quality and child-centered residential care that ensures children’s safety and well-being.Residential Treatment Center (RTC) providers specialize in the care of children with conduct and behavioral issues.

RTC providers are required to be licensed to provide Residential Treatment Services, in the state, in which, they are located and accredited by The Joint Commission on Accreditation of Healthcare Organization (JCAHO) or an equivalent accrediting agency.

RTCs are required to provide services in a highly structured clinical program and have the ability to provide services to children with various mental health needs.

All entities funded under this SNOFO must also comply with the Flores settlement agreement, pertinent regulations, laws, and ORR’s Requirements.

Additional Information of Eligibility:
Eligibility is unrestricted.Documentation of current care provider child placement license and any other required license according to state regulations, including accreditation by The Joint Commission or an equivalent accrediting agency to provide RTC services for children is required to be submitted with the application. Applicants are required to submit documentation as described in Section IV.2.

Applications from individuals (including sole proprietorships) and foreign entities are not eligible and will be disqualified from competitive review and funding under this funding opportunity.

Faith-based and community organizations that meet the eligibility requirements are eligible to receive awards under this funding opportunity.

Faith-based organizations may apply for this award on the same basis as any other organization, as set forth at and, subject to the protections and requirements of 45 CFR Part 87 and 42 U.S.C.

2000bb et seq., ACF will not, in the selection of recipients, discriminate against an organization on the basis of the organization's religious character, affiliation, or exercise.
