Cuyahoga Valley Cooperative Wildlife Management

Department of the Interior Policy (505 DM 2) requires a written justification which explains why competition is not practicable for each single-source award.

The activity to be funded is necessary to the satisfactory completion of, or is a continuation of an activity presently being funded, and

for which competition would have a significant adverse effect on the continuity or completion of the activity.

The applicant is uniquely qualified to perform the activity based upon a variety of demonstrable factors such as location, property ownership, voluntary support capacity, cost-sharing ability if applicable, technical expertise, or other such unique qualifications.

The National Park Service (NPS) will cooperate with Summit Metro Parks (SMP) in conducting deer management activities within the boundary of Cuyahoga Valley National Park (CUVA), which includes NPS owned lands adjacent to SMP lands.

Deer herd culling will occur on both NPS and SMP lands during the same time period (January through March).

Once deer are culled, NPS will transport carcasses to facilities owned by SMP for processing by SMP staff.

NPS and SMP staff will conduct biological and tissue sampling of deer for chronic wasting disease detection.

CUVA encompasses areas within both Cuyahoga and Summit counties.

Summit Metro Parks owns lands within the CUVA boundary within Summit County.

Summit Metro Parks is uniquely qualified to provide assistance to NPS in sampling and processing deer carcasses because they have been conducting deer herd reduction, sampling, processing, and donation of deer meat to regional food banks for 14 years, on their land within the CUVA boundary.

Cooperative Agreement P16AC00076 original agreement was for $17,00 0. 00 and a modification to add additional funding in the amount of $20,00 0. 00 is required to fund the current project activities.
