NOTICE OF INTENT TO AWARD This Funding Announcement is not a request for applications.
This announcement is to provide public notice of the National Park Service�s intention to fund the following project activities without full and open competition.

�470 et seq CFDA # and Title 1 5. 912 National Land Marks Single Source Justification Criteria Cited #4 � Unique Qualifications NPS Point of Contact Tina Holland Page 1 OVERVIEW, RECIPIENT AND NPS SUBSTANTIAL INVOLVEMENT The public purpose will be achieved through the involvement of volunteers through the duration of the project.
By involving interested members of the public, NPS will be stimulating public education, job training, development of responsible citizenship, productive community involvement, and an understanding of cultural resource stewardship.
Seven trail crew NPS employees will be on-site for the entirety of the project.
They will work side-by-side with the Colorado Preservation Inc.
project leaders.
In addition, the project leader will be hosting a one-day training on log crown replacement for park employees.
Lastly, the cultural resource management division will be completing the compliance work for the project and will participate in at least part of the project.
SINGLE-SOURCE JUSTIFICATION DEPARTMENT OF THE INTERIOR SINGLE SOURCE POLICY REQUIREMENTS Department of the Interior Policy (505 DM 2) requires a written justification which explains why competition is not practicable for each single-source award.
The justification must address one or more of the following criteria as well as discussion of the program legislative history, unique capabilities of the proposed recipient, and cost-sharing contribution offered by the proposed recipient, as applicable.
In order for an assistance award to be made without competition, the award must satisfy one or more of the following criteria:
(1) Unsolicited Proposal � The proposed award is the result of an unsolicited assistance application which represents a unique or innovative idea, method, or approach which is not the subject of a current or planned contract or assistance award, but which is deemed advantageous to the program objectives; (2) Continuation � The activity to be funded is necessary to the satisfactory completion of, or is a continuation of an activity presently being funded, and for which competition would have a significant adverse effect on the continuity or completion of the activity; (3) Legislative intent � The language in the applicable authorizing legislation or legislative history clearly indicates Congress� intent to restrict the award to a particular recipient of purpose; (4) Unique Qualifications � The applicant is uniquely qualified to perform the activity based upon a variety of demonstrable factors such as location, property ownership, voluntary support capacity, cost-sharing ability if applicable, technical expertise, or other such unique qualifications; (5) Emergencies � Program/award where there is insufficient time available (due to a compelling and unusual urgency, or substantial danger to health or safety) for adequate competitive procedures to be followed.
The National Park Service awarded this task to the Colorado Preservation Inc based on the following exception.
(4) Unique Qualifications � The cooperator was awarded a Cooperative Agreement (H1233060008) allowing Colorado Preservation Inc to participate in specific tasks, and can provide the specific support to conduct this particular task while providing an effective outcome for the National Park Service and the restoration project.
As such, the applicant is uniquely qualified to perform the activity based on the master agreement.
The National Park Service, in an effort to broaden the regional cooperation between other historic preservation-oriented agencies and non-profit groups is committing funds from the Cultural Resource Preservation Program- Historic Structures Stabilization fund, that were awarded this year to accomplish projects in two locations within Grand Teton National Park.
Colorado Preservation Inc.
is a not-for-profit, tax-exempt organization that aims to promote historic preservation by providing information, education, training, expertise and advocacy by partnering with historic property owners, non-profit organizations, educators and governments throughout the Rocky Mountain region.
The intent of this task order is to conduct mutual assistance in technically challenging historic structures stabilization work and train NPS employees in the execution of these technical skills.
The overall purpose of the project is to help preserve two National Register-listed properties which require stabilization work due to lack of cyclic maintenance.
