This announcement is to provide public notice of the National Park Service’s intention to fund the following project activities without full and open competition.

§1g CFDA # and Title 1 5. 944 - Natural Resource Stewardship Single Source Justification Criteria Cited Golden Gate National Parks Conservancy (GGNPC) has entered into a Basic Cooperative Agreement to carry out the public purposes of NPS, Golden Gate National Recreation Area (GGNRA) programs.

GGNPC is also uniquely qualified to provide this assistance because of the technical assistance provided by professional staff members, potential for cost sharing, ability to utilize membership and outreach networks to assist with public involvement.

NPS Point of Contact Nancy Hornor OVERVIEW STATEMENT OF JOINT OBJECTIVES/PROJECT MANAGEMENT PLAN The GGNRA has asked the GGNPC to assist the park in support of planning that is of mutual interest or for which there is collaboration between GGNRA and the GGNPC and which will benefit the public.

The GGNRA and the GGNPC are mutually interested in and have determined it necessary to cooperate in a collaborative effort in a variety of alternative transportation planning and public outreach tasks and collaboratively produce planning products including studies, reports, concepts plans, environmental analyses, etc.

Anticipated planning tasks involve a sufficient degree of complexity, urgency, and promise to compel a joint effort in order to ensure success.

GGNRA staff and GGNPC staff will each bring expertise to the work of the tasks identified in this agreement.

GGNPC staff will provide technical expertise, participate in planning and project teams, and bring additional expertise as requested.

ARTICLE II – AUTHORITY 16 U.S.C.

§1g authorizes the NPS to enter into cooperative agreements that involve the transfer of NPS appropriated funds to state, local and tribal governments, other public entities, educational institutions, and private nonprofit organizations for the public purpose of carrying out National Park Service programs.

CFDA number – 1 5. 944, Natural Resource Stewardship ARTICLE III -STATEMENT OF WORK Project Objectives and Descriptions The primary objective of this project is for the GGNPC and GGNRA to collaborate to plan visitor access improvements at Muir Woods in the vicinity of the Pinchot Tree.

A.

GGNPC agrees to:
Provide technical assistance to prepare a site plan illustrating improvements to support NPS program and functional uses at the Pinchot Tree Circle in Muir Woods.

In collaboration with the standing NPS Muir Woods Geographic Leadership Team, GGNPC will document existing conditions, define project goals, and prepare a range of solutions for improvements to the area that could include extension of the boardwalk, safety railing, furnishings, exhibits, vegetation management, and other features.

NPS will review the draft plans and provide direction for GGNPC to prepare a final site plan.

B.

GGNRA agrees to:
1. Provide financial assistance as provided for in Article VI.

2. Assist with the formation of and participation on planning and project teams comprised of GGNRA and GGNPC staff that will meet regularly and work collaboratively on the identified planning tasks above, and collaboratively develop project goals and task details.

3. Provide assistance with planning, community outreach and with technical assistance from appropriate and qualified GGNRA and other National Park Service staff.

4. Manage all compliance and public review processes required pursuant to statute, regulation, and National Park Service or GGNRA policy and guidelines, including public meetings, comment, and consultation with appropriate organizations.

5. Provide a timely response to the GGNPC on issues and matters that are presented to the GGNRA for decision or guidance.

6. Provide funding annually, if available from Congress, to assist with the planning, design, community engagement.

C.

Both Parties Agree and Acknowledge to:
A.

Create a cooperative partnership to maximize the benefits from the project accomplished by both organizations.

B.

In partnership plan, design, and engage the community through the coordination of a professional project management team.

ARTICLE IV - TERM OF AGREEMENT 1. This task agreement shall become effective upon date of signature and remain in effect through July 31, 2014, subject to availability of funds.

2. This task agreement may be modified by the written mutual agreement of the parties.
