Supporting Libya's Legislative Priorities

More than two years after the signing of the UN-Sponsored Libyan Political Agreement (LPA) on December 17, 2015, the political reconciliation process in Libya continues to face challenges from spoilers.

The House of Representatives (HoR) has not formally recognized the Government of National Accord

(GNA) and has stalled critical legislation in part because HoR members do not met regularly, are unable to get quorum, and lack the capacity to form coalitions.With multiple electoral events projected for 2018-2019, however, supporting the passage of key legislation and continuing training for legislators is critically important to bolstering the political transition.

The Bureau of Near Eastern Affairs Office of Assistance Coordination (NEA/AC) announces a Notice of Funding Opportunity (NOFO) for a project designed to train and build the capacity of Libyan legislative bodies to more effectively carry out their legislative functions.Previously, NEA/AC has provided support to fund technical assistance and training to legislative staff within various ministries of the GNA and developed a legislative agenda, legislative drafting manual, and legislative training modules.

This funding opportunity will build on past programming by working with additional Libyan legislative bodies and expanding the nature and type of training and assistance beyond legislative drafting to include capacity building.

The project will be closely coordinated with and complementary to USAID's ongoing legislative strengthening program implemented by the National Democratic Institute.
