The Office for Victims of Crime (OVC) is committed to enhancing the Nation’s capacity to assist crime victims and provide leadership in changing attitudes, policies, and practices to promote justice and healing for all victims of crime.

This solicitation will provide technical assistance support to maintain a national level effort to develop, enhance, and sustain direct victim service programs within law enforcement-based systems to serve the needs and rights of all crime victims.
