CDFI Awards for Enterprise Corporation of the Delta


NMTC (2008) - $20,000,000

The Enterprise Corporation of the Delta (ECD) provides affordable financial products and related services that help to address development hurdles that cannot be addressed with other resources. ECD offers loans ranging in size from $2,000 to over $2 million for microenterprises, community facilities, nonprofits, affordable housing developers, minority/women-owned companies, and other businesses that promote jobs, equity and strengthen communities. ECD will use its NMTC allocation to expand its revolving commercial lending in underserved communities, particularly to non-profit and healthcare facilities, and to form partnerships with new entities, including regional banks and a historically black college.



FA (2006) - $585,000

Enterprise Corporation of the Delta (ECD) is a certified CDFI established in 1993. ECD finances businesses, homebuyers, and community development projects in low-income communities primarily in Arkansas, Louisiana, and Mississippi. ECD will use the 2006 Financial Assistance Award of $585,000 to expand its commercial lending activity in the health care facilities, affordable housing, and small business sectors in its current target market. A portion of the award will help finance rebuilding activities in the Gulf Coast areas affected by Hurricanes Katrina and Rita.

NMTC (2006) - $15,000,000

The Enterprise Corporation of the Delta (ECD) received an allocation of tax credits to support the recovery and redevelopment of the Hurricane Katrina Gulf Opportunity (GO) Zone. ECD will concentrate its financing for permanent commercial mortgages to facilitate construction lending. Other uses of funds will include fixed assets and working capital. ECD will target specific sectors that will redevelop the infrastructure of the region, including healthcare, childcare and residential housing construction. The NMTC allocation will allow for reduced interest rates and longer term financing.

FA (2005) - $1,398,750

The $1,398,750 financial assistance award will be used to support ECD"s HOPE Mortgage program. Through the HOPE program ECD designed a mortgage product meeting the needs of low-income borrowers. Forty area lenders underwrite HOPE Mortgage loans and then sell those loans immediately to ECD, thereby making more funds available for lending.



NMTC (2002) - $15,000,000

Enterprise Corporation of the Delta will utilize its NMTC allocation in support of two activities: 1) an equity investment into a small business that intends to relocate into a low-income community in Mississippi; and 2) an investment of secondary capital into a CDE credit union, which will in turn use those funds to develop a business loan product focusing on smaller, emerging firms with significant growth potential. The Allocatee believes that the NMTC Program will allow it to increase private investment in the Delta region, including commitments from investors who have not previously invested in community development in the region.

CORE (2002) - $1,000,000

The Fund"s $1,000,000 capital grant will be used to make commercial loans and equity investments.



CORE (2000) - $2,000,000

The CDFI Fund"s $2,000,000 capital grant will help ECD expand its existing activities in order to meet the ongoing demand for small business financing in the Delta.



CORE (1998) - $2,500,000

With the help of the CDFI Fund, the Awardee will expand its core business lending activity, leverage private capital, engage in new venture capital activities, launch the Delta Reinvestment Fund, and finance infrastructure development in partnership with rural municipalities.



CORE (1996) - $2,000,000

The CDFI Fund"s $2 million grant will help to capitalize ECD"s efforts to provide financing for small manufacturers and other businesses offering employment opportunities for lower-income people. ECD is also connecting with efforts to improve workforce skills and job readiness.
